What does JDR Insecticides Consulting do?
JDR is an agrochemical regulatory consultancy based in Faridabad, the seat of the CIB&RC secretariat, with a second office in New Delhi. What services does JDR provide?
JDR provides pesticide, insecticide, bio-pesticide and plant growth regulator registration with CIB&RC under the Insecticides Act, 1968; bio-stimulant, bio-fertiliser and fertiliser registration under the Fertiliser (Control) Order, 1985; import permits for boric acid, non-boric acid grades and biocides for non-insecticidal use; dossier and study services; export documentation; and company incorporation and partner identification for overseas companies entering India.
Which registration route applies to my product?
It depends first on whether the same insecticide is already registered in India. If it is, Section 9(4) me-too registration is usually available and is substantially faster and cheaper. If not, Section 9(3) applies with a full data package, or 9(3B) for provisional registration. Fertilisers and biostimulants follow the Fertiliser (Control) Order instead.
How long does registration take?
A Section 9(4) me-too registration with a compliant source is generally a matter of months. A Section 9(3) new molecule is measured in years, because multi-season field trials and long-term toxicology cannot be compressed. Permanent bio-stimulant registration under FCO typically takes around one to two years from the start of data generation. An indicative schedule is issued with the data gap report.
Do you work with foreign companies?
Yes. A registration must be granted to an Indian entity, so we either incorporate a subsidiary or act as, or arrange, an authorised Indian representative. We reconstitute overseas dossiers into the Indian format, handle document legalisation, and arrange sample import under a Research, Test and Trial permit.
What changed for import permits in 2026?
The Insecticides Third (Amendment) Rules, 2026, notified by G.S.R. 597(E) dated 8 July 2026, inserted Chapter III-A into the Insecticides Rules, 1971. Non-insecticidal import permits are now applied for in Form IA with a fee of Rs. 5,000, disposed of preferably within 45 days, and valid for one year, or three years where the applicant holds a registration for the pesticide using the imported material.
