What does a CIB NOC consultant do?

A CIB NOC consultant establishes the technical and legal position on a consignment or transaction, prepares the supporting file, and obtains written confirmation from CIB&RC that it has no objection. The work is most often triggered by a customs query, an export documentation requirement, or a change in registration particulars.

The situations that generate NOC requirements

Import and customs clearance

A consignment is held because the description, HS code or composition suggests a scheduled substance. The importer needs CIB&RC's confirmation that the material is outside the Act, or that it has no objection to clearance. Demurrage makes this time-critical.

Export documentation

Overseas buyers and importing-country authorities frequently require confirmation of the Indian regulatory status of a product — whether it is registered, freely saleable, or not subject to objection for export. Free sale certificates and related NOCs support market entry abroad.

Endorsement and change of particulars

Where a registration certificate holder changes name, transfers ownership, relocates a factory or office, or restructures, the registration particulars must be brought into line. These endorsement matters often involve NOC-type confirmations alongside the substantive application.

State and inter-departmental requirements

State licensing authorities, pollution control boards and other departments sometimes seek confirmation of the CIB&RC position on a product before issuing their own approvals.

What determines whether an NOC can be obtained

An NOC is not a discretionary favour. It is granted where the underlying position supports it. The consultant's first job is therefore diagnostic rather than procedural: establishing whether the substance is genuinely outside the Schedule, whether the registration is genuinely in order, whether the change is genuinely of a kind that can be endorsed.

Where the answer is no, saying so quickly has real value. A client whose consignment contains a scheduled substance needs to know within hours — not after a fortnight of correspondence — so that they can weigh re-export, bonded storage or a permit application against accumulating demurrage.

It is a document confirming that a product is freely saleable in India, commonly required by importing countries as part of their own registration process. It is issued in relation to registered products and supports export market entry.

Do NOCs need renewal?

NOCs are generally issued in relation to a specific consignment or transaction rather than for a period. Recurring imports of the same product usually point to a standing permit or a classification correction rather than repeated NOCs.
