Two different approvals from two different authorities, routinely confused — and the confusion delays launches.
Is there such a thing as a CIB licence?
Not strictly. CIB&RC grants a certificate of registration for a product under Section 9 of the Insecticides Act, 1968. Licences to manufacture, sell, stock, exhibit for sale or distribute insecticides are issued by State licensing authorities. Most people searching for a CIB licence need both, and they are obtained from different bodies in sequence.

Put simply: the certificate says this product is approved. The licence says you may make it here, or you may sell it in this State. You need both, and they are not obtained from the same office.
The licences issued at State level
- Licence to manufacture insecticides — for a specific premises, listing the insecticides covered
- Licence to sell, stock or exhibit for sale, or distribute — for each place of business
- Principal certificate and additional premises where a business operates from more than one location
Sale licences are needed in every State where the product is distributed. For a national launch, that is a substantial parallel workstream, and it is where launch dates most often slip. It should start alongside the registration, not after it.
What a State licensing authority examines
For a manufacturing licence, the file typically addresses:
- Premises, layout, and segregation of manufacturing, storage and packing areas
- Whether the premises is situated in a residential area, with the undertaking required
- Whether food articles are stored on the premises, with the undertaking required
- Quality control laboratory facilities and equipment
- Qualifications of the applicant or of technical personnel employed, against the minimum prescribed by the Rules
- Effluent treatment and pollution control consents
- Safety, first aid and welfare arrangements for workers
- Storage appropriate to the toxicity of the products handled
The qualification requirement is the one that most often delays a first licence. A manufacturing licence is not granted to a facility without appropriately qualified technical personnel in post, and recruiting them cannot be compressed into the final fortnight before a launch.
Sequence for a new entrant
- Route determination — 9(3), 9(3B) or 9(4)
- Indian entity — the registration is granted to an Indian applicant
- Registration application in Form I, filed through the CROP portal
- Manufacturing licence — prepared in parallel, not after
- Sale licences in each State of distribution
- Launch
Steps three and four should overlap. Treating them as strictly sequential typically adds a quarter or more for no benefit, because the premises file can be assembled while the product file is under consideration.

Frequently Asked Questions
Do I need a CIB licence or a registration certificate?
Almost certainly both, from different authorities. CIB&RC registers the product centrally under Section 9. State licensing authorities issue the licences to manufacture, sell, stock or distribute. A registration alone does not permit manufacture or sale.
Who issues the licence to sell insecticides?
The State licensing authority, for each place of business. A sale licence is required in every State where the product is distributed, which for a national launch is a substantial parallel workstream.
Can I apply for the licence before registration is granted?
The premises file can and should be prepared in parallel. Treating registration and licensing as strictly sequential usually adds a quarter or more to a launch for no benefit.
What qualifications do technical staff need?
The Insecticides Rules, 1971 prescribe minimum qualifications for the applicant or technical personnel employed, and the State authority verifies this. Recruit against the requirement early, because a licence will not issue without it.
Does a licence in one State cover another?
No. Sale licences are State-specific. Manufacturing is licensed for the specific premises where production occurs.
