What certificate do I need from CIB to export pesticides?
Most commonly a Free Sale Certificate, confirming that the product is registered and freely saleable in India. Importing authorities require it as evidence of approval in the country of origin. Where a product is made solely for overseas markets, the applicable routes are registration for export or import for export instead.
Why importing countries ask for it
Most pesticide registration systems require an applicant to show that the product is approved where it is made. A regulator in Africa, South East Asia or Latin America has limited capacity to assess a molecule from first principles, and home-market approval is a meaningful signal.
For an Indian exporter this means the documentation is not an administrative afterthought. Your buyer's file may be unable to move without it.

The prerequisite people overlook
A Free Sale Certificate confirms a product is freely saleable in India. That presupposes a valid Indian registration for the product in the form being exported.
Exporters manufacturing solely for export sometimes discover this late, having already promised documentation to a buyer. If the product is not registered domestically, a Free Sale Certificate in the ordinary sense is not available and the correct route is registration for export. Establish which position you are in before committing to a buyer's timetable.
Destination requirements shape the document
Different importing authorities want different things on the face of the certificate. Some require composition stated, some the manufacturer's name and address, some specific attestation, apostille or embassy legalisation.
A certificate that omits what the destination needs will be returned by your buyer and the cycle repeats. Before applying, ask your buyer exactly what their authority requires and in what form. Handling it in one pass rather than three is usually worth more than any time saved in the application itself.

No. A Free Sale Certificate confirms a registered product is freely saleable in India, for an importing country's benefit. An NOC confirms CIB&RC has no objection to a particular matter, most often an import consignment.
What if my buyer's country requires home-market approval?
Then export-only registration will not satisfy them and domestic registration becomes necessary. Establish the destination's full requirement before finalising your Indian arrangement.
