Insights from the 466th RC Meeting

The 466th Registration Committee (RC) meeting, held on 28th August 2025. With a strong focus on chemical approvals, biopesticides, and biostimulants, this edition reflected both regulatory rigor and a growing push for sustainable crop solutions.

🔹 Chemical Cases under 9(3) TI, TIM, FI & FIM

The committee approved 19 applications under 9(3).

Notable highlights:

  • Spinetoram + Methoxyfenozide SC (Corteva Agriscience India Pvt. Ltd.) → approved for rice, cabbage, cauliflower, and black gram pests.
  • Penoxsulam + Pretilachlor SE (ADAMA India Pvt. Ltd.) → approved for transplanted rice weeds.
  • Pendimethalin + Metribuzin ZC (UPL Ltd.) → approved for tomato, potato, and pigeon pea weeds.
  • Multiple chilli-focused mixtures (Tropical Agrosystem India Pvt. Ltd.) targeting thrips, mites, fruit borers, and whiteflies.

These approvals reflect a continued emphasis on combination products for improved pest and weed management.

🔹 Chemical Cases under 9(4) TI & FI

A total of 28 applications were approved under TI & FI imports.

Key molecules included Fosetyl aluminium, Glyphosate, Cartap hydrochloride, Bispyribac sodium, Acetamiprid, Imidacloprid, Glufosinate ammonium, Atrazine, Oxyfluorfen, Flusilazole, Spinosad and others.

This points to the global sourcing trend, with Indian companies relying heavily on imports from China, USA, and other Asian suppliers to strengthen their portfolios.

🔹 Biopesticide Approvals under 9(3)

The RC approved 67 biopesticide applications during this meeting, showing strong momentum for eco-friendly solutions.

Most frequent approvals:

  • Beauveria bassiana (multiple formulations)
  • Metarhizium anisopliae
  • Pseudomonas fluorescens
  • Trichoderma viride & Trichoderma harzianum
  • Verticillium lecanii

This underlines the regulator’s confidence in biologicals as mainstream crop protection tools, especially for pest and soil health management.

🔹 Chemical Cases under 9(4) TIM

All 46 applications filed under TIM were approved, reflecting high compliance standards.

Approved molecules included Chlorantraniliprole, Azoxystrobin, Flubendiamide, Cyhalofop-butyl, Paclobutrazole, Tebuconazole, Fipronil, Profenofos, Dinotefuran, Mancozeb and many others.

This demonstrates India’s growing domestic manufacturing capacity, reducing dependency on imports.

🔹 Chemical Cases under 9(4) FIM

The meeting saw a huge 1,567 approvals under FIM.

Most frequently registered products included:

  • Abamectin 1.9% EC (23 registrations)
  • Topramezone 336 g/l SC (22 registrations)
  • Mesotrione + Atrazine SC (20 registrations)
  • Tebuconazole + Trifloxystrobin WG (18 registrations)
  • Paraquat Dichloride 24% SL (18 registrations)

These frequency trends show which molecules are driving market demand and will likely dominate upcoming crop cycles.

🔹 Biostimulant Notification Update

The August newsletter also included a list of 146 biostimulant products officially recognized under the latest Gazette notification by the Ministry of Agriculture & Farmers Welfare.

Key categories include:

  • Humic & Fulvic acids (powder, liquid, granules)
  • Botanical extracts (Adhatoda, Spirulina, Basil oil, Brassica extract)
  • Protein hydrolysates & amino acids (plant & animal source)
  • Seaweed extracts (Ascophyllum nodosum, Kappaphycus, Sargassum)
  • Bio-chemicals, vitamins, live microorganisms, and mixed formulations

This provides much-needed regulatory clarity for manufacturers, who can now align their products with the updated FCO framework.

📌 Conclusion

The 466th RC meeting underscored India’s twin focus on:

  • Expanding the availability of innovative crop protection mixtures.
  • Driving momentum in biopesticides and biostimulants to meet sustainability goals.
  • Strengthening domestic technical manufacturing (TIM) while balancing reliance on imports (TI/FI).

With over 1,700 approvals across categories, August 2025 stands out as a milestone month, setting the stage for an agrochemical sector that is diverse, compliant, and increasingly sustainable.
